Will a commercial tree survey mean that trees have to be removed?

The purpose of a survey is to support informed management decisions. Trees may be retained with suitable care, and some need no immediate work. Where a problem is identified, recommendations should account for its significance and the people or property that could be affected. Removal may be appropriate in some cases, but a survey should not be treated as an automatic instruction to fell trees.
